The Department of Livestock and Fisheries has the honor to inform the Livestock and Fisheries Sections of Provinces and Vientiane Capital, as well as individuals, legal entities, and business operators engaged in the import, export, and transit of animals, aquatic, and animal/aquatic products, to implement the following measures:

Individuals, legal entities, and business operators engaged in the import, export, and transit of animals, aquatic animals, and animal and aquatic products must register with the Department of Livestock and Fisheries as importers, exporters, or transit operators. This is to enable management, monitoring, evaluation, risk management, and balancing of food and breeding stock, among other purposes.

For the registration of importers, exporters, and transit operators of animals, aquatic animals, and animal and aquatic products, the required documents are as follows:

An application form using the template attached to this Notice;

A copy of the Enterprise Registration Certificate or the Commercial Rights Certificate for Foreign Traders (for foreign traders);

A copy of the Importer, Exporter, and Services Registration Certificate (if any);

A copy of contracts and obligations with trading partner countries (if any);

A copy of the Agriculture and Environment Business License.

Submission of documents for the registration of importers, exporters, and transit operators of animals, aquatic animals, and animal and aquatic products: After preparing the required documents as specified in Section 2, they must be submitted to the Department of Livestock and Fisheries in person, online via email at [email protected], or to the Livestock and Fisheries Sections of Provinces and Vientiane Capital, which will then compile and report to the Department of Livestock and Fisheries, Ministry of Agriculture and Environment.

The Livestock and Fisheries Sections of Provinces and Vientiane Capital shall take the lead in encouraging individuals, legal entities, and business operators engaged in the import, export, and transit of animals, aquatic animals, and animal and aquatic products within their respective provinces to register in accordance with this Notice.

If anyone is found failing to register and lacking a permit for the import, export, and transit of animals, aquatic animals, and animal and aquatic products, they shall be instructed to prepare the documents and register correctly. However, if monitoring and inspection reveal repeated non-compliance, it must be reported to the Department of Livestock and Fisheries for consideration in accordance with laws and regulations.

Individuals, legal entities, and business operators engaged in the import, export, and transit of animals, aquatic animals, and animal and aquatic products must register with the Regulations and Sanitary Division, Department of Livestock and Fisheries, within the designated 3-month period, from June to August 2026.
